What a ticket is actually worth
Raffle odds are simple and worth showing entrants. With 500 tickets sold and three prizes drawn, the chance of winning at least one prize scales with tickets bought:

Buying five tickets multiplies a single ticket's chance almost exactly five times, because the prize count is small next to the pool. The arithmetic only bends when one buyer holds a large share of the book.
Does the order of prizes matter
Tradition draws the small prizes first and the grand prize last, and the maths blesses the habit either way: with every ticket equally likely and winners held back, each ticket's chance of landing any particular prize is identical whatever order you draw in. Drawing the grand prize last changes the drama, not the odds, so run the ceremony the way the room enjoys most.

Fairness in a raffle is mostly procedure: fix the ticket range in view of the room, draw with a method nobody can steer, and record the winners.
